Interesting interview.  Bruce Parens (K6BP) has done a lot to develop Codec2 and FreeDV protocols for amateur radio.  He also has experiemente in digital modulation schemes for VHF and HF. Perens was also a prime mover in eliminating the Morse code requirement for amateur radio licenses.  His latest venture is to create an open source hand held software defined radio.  You can download the program at any of the sources quoted in the article.
